Clarifying and Extending the TSA Brand

Keynote Address to the Fifth UNWTO International Conference on Tourism Statistics, TOURISM: AN ENGINE FOR EMPLOYMENT CREATION, Bali, Indonesia 30 March – 2 April 2009

The Tourism Satellite Account (TSA) is a distinctive method of measuring the direct economic contributions of tourism consumption to a national economy based on employing the principles and structure of the internationally-adopted System of National Accounts. Through the efforts of the World Tourism Organization (UNWTO) and partner organizations, the TSA has become a recognized and credible global brand among methods of measuring the economic impact of tourism. Moreover, the TSA brand may be extended through authorization of sub-national TSAs covering regional areas, and principles that such developers of such regional TSAs must follow are recommended. Unfortunately, the TSA brand is currently under attack. To protect the global TSA brand, I detail features of the TSA and goals it achieves that sets it apart as a brand, and present a number of specific measures to build the TSA brand globally and protect it from future attacks.

The World Tourism Organization (UNWTO) has achieved recognition at the highest international levels of the Tourism Satellite Account (TSA) as a superior means of measuring the direct economic contributions of tourism to national economies.  Now it is fitting to address the need for sub-national or regional satellite accounts for tourism.  This paper discusses the issues regarding such accounts, and recommends conventions for elaborating regional TSAs (R-TSAs), the appropriate outputs of such accounts, and steps to developing valid R-TSAs.  Finally, the unique analytical measures that an R-TSA provides are enumerated, and how they can shed light on the issues destination stakeholders face is elaborated.

This PowerPoint presents the results of a qualitative survey of meeting planners’ views on economic and financial variables affecting international meeting attendance and the outlook for these forces in the coming years. It also presents meeting planner views of the current state of relationship selling in the conference management industry, strategic selling, and online tools enabling these processes. This is intended as the initial research leading to quantitative forecasting of international meeting demand and a deeper study of conference buy/sell relationships and technology gaps.

A Balanced Scorecard System for Managing Strategy and Measuring Performance of Destination Management Organizations.

Ireland West Tourism (IWT), a regional tourism authority on the mid-west coast of Ireland, invited the Dublin Institute of Technology (DIT) to develop a Balanced Scorecard for its organizaton with the strategic horizon of 2010. Dr. Douglas Frechtling, a U.S. Fulbright Scholar at the DIT Faculty of Tourism and Food, joined the Head of Faculty, Dr. Michael Murray, in developing the first Destination Management Organization application of the Balanced Scorecard system for IWT.
